Rhine Hits Record Lows, Testing Europe’s Barge Backup Plans
A container due in Basel by barge this month may need three transport modes just to arrive on schedule. With the Rhine's benchmark gauge at Kaub dropping toward its lowest point since 1880, according to Bloomberg, shippers who built European logistics around cheap, reliable barge transport are discovering how thin that assumption has become. Water carriers are cutting loads, raising rates, and in some stretches pausing service altogether, pushing tonnage onto rail and road networks that were not built to absorb it.
Why Low Water Now Costs More Than It Used To
Thijs van den Heuvel, COO Transport Network at Contargo, a German operator that runs container transport across barge, rail and road, responded in writing to questions from The Supply Chainer: "The current situation is undoubtedly challenging. At the same time, it demonstrates the strength of a multimodal network: when one mode of transport reaches its limits, capacity can be shifted to other modes and alternative transport routes can be organized. This flexibility is at the core of Contargo's business. However, due to the exceptional low-water situation, available capacity on rail and road is also limited. Contargo is therefore continuously working to create additional capacity and keep the impact on our customers' supply chains to a minimum. At present, among other measures, we are operating two special trains per week between Wörth and Neuss."

Low water has always carried a price. Contargo applies a surcharge on full-container barge moves once levels fall below set thresholds, scaled by route, container size and gauge reading. What has changed this year is scope: with rail capacity constrained by ongoing engineering works on the Rhine's right bank, and truck capacity already tight, the fallback modes are absorbing a surge at the same moment water levels force a retreat from the river.
When the Backup Plan Needs a Backup
That is the operational catch shippers are running into. A multimodal network only functions as a buffer if the alternative modes have spare room, and this year several do not. Contargo says it has expanded transshipment through its Lower Rhine terminals so containers stay on water as long as possible before shifting to rail or truck, and has arranged weekend truck connections through the Middle Rhine Valley. Even so, the company is not proposing shippers hold idle capacity year-round against a disruption that lasts only weeks - it argues the more realistic defense is network reach and the ability to mobilize partners quickly once a shortage hits.
Waterways as Ballast, Not a Fallback
The pattern extends beyond the Rhine corridor. Sylvain Godfroid, team manager for communication at Port of Brussels, explained in written responses to The Supply Chainer, in comments previously published on this site: "We see inland waterways not as a substitute for road transport, but as an essential part of a resilient multimodal transport system. Resilience comes precisely from having different modes available and using each of them where it is most efficient. One of the main strengths of inland navigation is its capacity to move large volumes of goods efficiently. A single barge can carry the equivalent of many lorries, reducing pressure on already congested road networks. This is particularly relevant for large and regular flows of goods such as construction materials, petroleum products, aggregates or waste."
Contargo, for its part, is pressing for policy help alongside operational fixes, pointing to the long-delayed deepening of the Middle Rhine navigation channel between Mainz and St. Goar and calling for a federal investment programme for low-water-optimized barges. Until infrastructure catches up with a more volatile climate, the burden of matching capacity to conditions falls on operators - and on how much slack their rail and road partners have left to give.
